Community preparedness for winter rain and cold-wave emergencies in Karachi

The Bridge for Resilience, Empowerment and Development Organization (BREDO) has initiated a citywide awareness and preparedness campaign to help communities respond effectively to winter rain emergencies and cold-wave risks. The campaign is part of BREDO’s ongoing efforts to build local resilience and reduce seasonal disaster impacts in urban settlements.

Field teams from BREDO have reported that many low-income and informal neighborhoods remain unprepared for sudden winter rains. Poor drainage, damaged roofs, and lack of early warning access continue to expose families, particularly women, children, and differently-abled persons, to preventable hazards.

The General Secretary of BREDO, Mr. Ali Sohaib, Disaster Risk Expert, emphasized the importance of proactive preparedness and localized response mechanisms.

Preparedness is not only about reacting to weather alerts; it is about equipping communities with knowledge, communication tools, and accessible shelters before any emergency occurs.
He said.

Under this initiative, BREDO has launched a series of community awareness sessions, first responder trainings, and door-to-door preparedness drives across high-risk union councils of Karachi East and Malir. The program focuses on family-level safety planning, safe shelter identification, and emergency communication networks that include differently-abled individuals.

The organization also called on municipal authorities to coordinate drainage cleaning operations, strengthen public messaging on cold-weather health risks, and ensure that temporary shelters are accessible and gender-sensitive.

Local preparedness remains the foundation of citywide resilience, a BREDO spokesperson added.
When communities are organized, informed, and connected, the impact of any seasonal hazard can be significantly reduced.

BREDO reaffirmed its commitment to supporting government and civil society in enhancing community-based disaster risk management systems that protect lives and strengthen social resilience throughout Karachi.
