WHO WE ARE

The Bridge for Resilience, Empowerment and Development Organization (BREDO) is an independent, non-governmental, non-profit humanitarian and development organization established to strengthen the resilience of communities exposed to disasters, emergencies, climate-related risks, and other humanitarian challenges. BREDO was founded on the belief that resilient societies are built through preparedness, inclusion, local leadership, and collective action rather than reactive interventions after crises occur.

Registered under the Voluntary Social Welfare Agencies (Registration and Control) Ordinance, 1961 with the Social Welfare Department, Government of Sindh, and formally registered in June 2026, BREDO operates in accordance with the laws of Pakistan while embracing internationally recognized humanitarian principles and good practices. Our work is guided by the principles of Humanity, Neutrality, Impartiality, and Independence, together with a strong commitment to accountability, transparency, participation, and respect for human dignity.

BREDO was established to bridge the gap between humanitarian preparedness and sustainable development by promoting risk-informed, people-centered, and locally led solutions. We recognize that disasters and crises disproportionately affect vulnerable populations, particularly women, children, older persons, persons with disabilities, and marginalized communities. Therefore, our approach prioritizes inclusion, equity, and community ownership, ensuring that those most at risk are actively involved in identifying challenges, shaping solutions, and strengthening resilience.

We believe that effective disaster risk management extends beyond emergency response. Building resilient communities requires sustained investment in disaster risk reduction, preparedness, capacity development, awareness, institutional strengthening, and community engagement. By supporting individuals, communities, and institutions before disasters occur, we seek to reduce vulnerabilities, minimize losses, and strengthen the ability of communities to anticipate, withstand, adapt to, and recover from emergencies and disasters.

Our work is structured around integrated thematic areas that include Disaster Risk Reduction and Management (DRRM), Community-Based Disaster Risk Management (CBDRM), Emergency Preparedness and Response, Community-Based Search & Rescue (SAR), Women and Girls Empowerment, Disability Inclusion, Risk Communication and Community Engagement (RCCE), Youth Leadership and Volunteerism, and Institutional Capacity Development. These thematic areas are interconnected and implemented through community participation, multi-stakeholder collaboration, and evidence-informed planning to strengthen resilience at local, district, and provincial levels.

BREDO places strong emphasis on localization by recognizing communities as the first responders to disasters and emergencies. We work to strengthen local capacities through awareness programmes, volunteer development, preparedness planning, simulation exercises, Search & Rescue training, and partnerships with government institutions, civil society organizations, academic institutions, humanitarian actors, and the private sector. Through collaborative action, we aim to support coordinated, accountable, and sustainable resilience-building efforts that complement national disaster management systems.

As a humanitarian and development organization, BREDO is committed to promoting gender equality, disability inclusion, protection, safeguarding, and meaningful community participation across all programmes and operations. We believe resilience can only be achieved when every individual, regardless of gender, age, disability, or social background, has equal opportunities to participate in preparedness, decision-making, and community development.

Our programmes are designed in alignment with internationally recognized frameworks, including the 2030 Agenda for Sustainable Development, the Sustainable Development Goals (SDGs), the Sendai Framework for Disaster Risk Reduction (2015–2030), and relevant national disaster management policies and priorities. By aligning local action with global commitments, BREDO seeks to contribute to safer, more resilient, and inclusive communities while supporting sustainable development and humanitarian action in Pakistan.

Although BREDO is a newly established organization, we are committed to building a credible, professional, and accountable institution that delivers high-quality programmes based on humanitarian principles, technical excellence, and meaningful partnerships. We aspire to become a trusted national organization that contributes to strengthening community resilience through innovation, collaboration, and locally led action.
